On September 17, 2025, Elcogen officially inaugurated its state-of-the-art manufacturing facility, ELCO I, near Tallinn, Estonia, marking a key milestone in the global energy transition. The 14,000 m² factory significantly scales up Elcogen’s production capacity from 10 MW to 360 MW, positioning the company as one of Europe’s largest producers of Solid Oxide Fuel Cell (SOFC) and Electrolysis (SOEC) technology. These technologies are instrumental for Power-to-X (PtX) solutions, supporting applications such as green hydrogen production, synthetic fuels, and clean power.

ELCO I integrates advanced automation, research and development capabilities, and sustainable design features like heat reuse and emissions-reducing thermal oxidizers. Powered by a nearby 9 MW Iru Power Plant, the factory also emphasizes supply chain resilience and sustainable manufacturing practices, aligning with industrial decarbonization goals and net-zero commitments globally.

Funded by EUR 50 million in investments from stakeholders such as Baker Hughes, HD Hyundai, and the European Innovation Fund—which contributed an additional EUR 25 million—ELCO I sets a template for international clean energy production. CEO Enn Õunpuu emphasized its global relevance: "This facility is built for scale, speed, and impact, enabling us to meet the accelerating demand for Solid Oxide-based clean energy solutions."

Elcogen’s technology supports PtX projects across diverse industries by enabling high-efficiency energy storage and sustainable hydrogen production. The company plans to license its manufacturing blueprint internationally to increase global access to fuel cell and electrolysis technology while maintaining intellectual property control.

With nearly 150 employees from over 20 countries, Elcogen is poised to play a central role in delivering industrial-scale clean energy solutions. The new factory will create an estimated 300 additional local jobs, further impacting the Baltic region’s standing as an innovation hub for PtX projects.

This milestone cements Estonia’s role in advancing Europe’s clean energy future.
