Ten Town Halls and 280 Kilometres: The Nordic-Baltic Hydrogen Corridor Enters Public Consultation in Latvia

Conexus Baltic Grid has opened the initial public consultation on the roughly 280-kilometre Latvian section of the Nordic-Baltic Hydrogen Corridor, with meetings in ten municipalities between 10 and 20 August 2026. Since 2022 the Nordic–Baltic Hydrogen Corridor has lived mostly on maps — a confident line running from Finnish wind country down through Estonia, Latvia, Lithuania and Poland into Germany's industrial heartland. As of 28 July, it has something far more consequential: a meeting schedule. AS “Conexus Baltic Grid”, Latvia's gas transmission and storage system operator, has opened the initial public consultation on the corridor's Latvian section, and through late August the project will be on the agenda in culture houses and council halls across ten municipalities. This is the moment a European hydrogen backbone stops being a slide in a strategy deck and starts being a neighbour.

From a line on the map to a formal process

The consultation runs from 28 July to 1 September 2026 and is part of the environmental impact assessment (IVN) that Latvia's State Environmental Service formally opened in April 2026, complete with cross-border notification to Estonia and Lithuania. The study territory initially takes in 1,773 land units or parts of them; the pipeline's precise placement inside that territory will be worked out during the EIA report and refined again at the design stage.

The routing logic is worth noting. The new hydrogen pipeline is planned parallel to the existing natural gas transmission pipeline, reusing an energy corridor Latvia has operated safely for decades — fewer new land conflicts, an established maintenance regime, and infrastructure planners who already know every bog and river crossing on the way.

The timeline behind it: pre-feasibility work was completed in 2024, detailed studies and planning run to 2027, construction could start around 2029, and commissioning is planned after 2033. That's a long arc, but linear infrastructure lives or dies on permitting discipline — and visible, on-schedule procedural steps like this one are precisely what keep such dates credible.

Ten town halls in three weeks

Public meetings take place in every municipality crossed by the study territory:

  • 13 August, 18:00 — Krimulda People's House, Ragana (Sigulda municipality)

  • 14 August, 17:00 — Valka Culture Centre (Valka municipality)

  • 17 August, 17:00 — Bauska municipality council hall

  • 18 August, 17:00 — Rauna Culture Centre (Smiltene municipality)

  • 20 August, 13:00 — “Ulbrokas Pērle” Culture Centre, Ulbroka (Ropaži municipality)

  • 20 August, 17:00 — Daugmale Multifunctional Centre (Ķekava municipality)

Every session can also be joined remotely — links are published on environment.lv the day before each meeting — and the consultation materials are available from 28 July at municipal client service centres and on the Conexus website. Residents, landowners and municipalities can submit proposals for the further study and evaluation of the project. And here's the part worth underlining: this is scoping-stage input. It's the one moment in a megaproject's life when a well-argued local proposal is cheap to accommodate, because nothing has been drawn in ink yet.

Latvia's 280 kilometres in a 2,500-kilometre backbone

Zoom out and the stakes get clearer. The corridor is a joint effort of six transmission system operators — Gasgrid vetyverkot (Finland), Elering (Estonia), Conexus Baltic Grid (Latvia), Amber Grid (Lithuania), GAZ-SYSTEM (Poland) and ONTRAS (Germany) — building towards a roughly 2,500-kilometre hydrogen transmission route from Finland to Germany. The project holds EU Project of Common Interest status and secured €6.8 million in Connecting Europe Facility co-financing for the current studies phase. Depending on the final routing and the connection point with Estonia, the Latvian section will run around 280 kilometres.

The partnership's own projections speak of up to 2.7 million tonnes of renewable hydrogen transported per year by 2040 and emissions reductions of up to 37 million tonnes of CO₂ equivalent annually by 2050. We'd flag that these are the consortium's figures, not independently audited, and they assume production and demand scale up on both ends of the pipe. But the direction is what matters for the region: a physical link between the Baltics' abundant, still under-monetised renewable potential and Central Europe's industrial hydrogen demand — and, for Latvian Power-to-X developers, a future route to customers far beyond the domestic market.

Hydrogen's first real social-licence test in the Baltics

Here's what makes the coming month genuinely interesting, beyond the procedural box-ticking. Hydrogen is still largely unknown territory for the general public in Latvia and the wider Baltics. Surveys keep confirming it — the EU-funded HyPop project concluded in 2024 that public understanding of hydrogen across Europe is thin and uneven, and earlier Latvian regional polling on hydrogen as an energy source pointed the same way. For most people walking into those culture houses in August, this will be the first time hydrogen appears not as an abstract climate word but as a concrete thing planned across the neighbour's field.

That makes these ten meetings the first serious, real-world reading of hydrogen's social licence in our region — a test every later project, from electrolysers to e-fuel plants, will inherit the results of. The quality of the answers given in August will echo for the next seven years of this project's life. Vague reassurance breeds suspicion; specific, patient, technically honest answers build the kind of local trust that no communications budget can buy later.

A different opposition dynamic than wind — bomb jokes included

There's one more reason to watch closely, and it deserves to be named plainly. The Baltic wind build-out has spent years contending with organised local opposition — campaigns that journalists and researchers have repeatedly linked to influence networks and funding traceable beyond the EU's eastern border. Hydrogen, so far, has no such machinery aimed at it. That makes this consultation something close to a laboratory-grade reading of what communities actually think when the debate runs on domestic arguments alone.

Which is not to say the sessions will be dull. The comment sections under the first news reports have already produced the classic: hydrogen is a bomb. We'd wager the argument surfaces at more than one town hall this August — it may even be worth keeping count. The honest response is reassuringly boring: pipeline safety engineering is a mature discipline, the route follows a gas transmission corridor that has operated without drama for decades, and the entire point of an environmental impact assessment is to interrogate risk properly, in public, before a single pipe goes in the ground.

What Baltic hydrogen ecosystem stakeholders should take from it

Three things. First, show up — in person or online. Scoping-stage consultations reward those who participate early, and a well-founded proposal filed before 1 September carries more weight than an objection filed in 2029. Second, treat the corridor's advancing certainty as a siting signal: a confirmed hydrogen transmission route through Vidzeme and Zemgale changes the calculus for locating electrolysis and Power-to-X capacity in Latvia. And third, watch how the social-licence test plays out, because its lessons will transfer directly to every hydrogen and e-fuels project the region hopes to build this decade. The corridor has stopped being a line on the map. What happens in ten culture houses this August will help decide how quickly it becomes steel in the ground.
